  • Professor Avi GiloniProfessor Avi Giloni serves as senior statistical advisor to Traiger and Hinckley LLP. He oversees the firm's design and development of sophisticated statistical techniques, including logistic regression analysis, linear regression analysis, and categorical data analysis that test lenders' adherence to the fair lending laws. Dr. Giloni is Associate Professor of Operations Management and Statistics at the Sy Syms School of Business at Yeshiva University and a lecturer at New York University's Stern School of Business. He also served as a statistical tutor for employees at a major New York bank.

    Professor Giloni's areas of expertise include the development and application of more accurate and efficient forecasting and regression techniques. He has published numerous articles in scholarly journals such as the SIAM Journal on Optimization and Journal of Nonparametric Statistics. He has presented his research at academic and professional conferences sponsored by organizations such as the Institute for Operations Research and the Management Sciences as well as the American Statistical Association.

    Professor Giloni holds a Ph.D. in Statistics and Operations Research from New York University's Stern School of Business and was elected to Beta Gamma Sigma, an international honor society recognizing outstanding academic achievement in business and management programs. He graduated cum laude in mathematics from New York University, where he was elected to Phi Beta Kappa. Professor Giloni received the Founder's Day Award for outstanding scholarship from New York University and is a member of Pi Mu Epsilon, the national mathematics honor society.

  • Dr. Troy serves as the Analytical Group's decision support systems analyst, using advanced quantitative optimization and decision modeling skills to help Traiger & Hinckley define and implement the statistical analyses best suited to a client's needs. He is part of the team performing the firm's fair lending reviews and helps present and evaluate their outcome.

    Dr. Troy brings together typically disparate abilities to help our clients make effective decisions and build successful decision support systems. These abilities include systems analysis skills to understand and define the decisions to be made; business intelligence skills to extract, organize, clean, transform, and analyze needed data; probability; computer simulation skills to evaluate the expected outcomes of alternatives for processes involving uncertainty; and advanced quantitative optimization and decision modeling skills to identify alternatives.

    Dr. Troy holds a Ph.D. in Operations Research/Management Science from Yale University and an M.S. in Quantitative Business Analysis and B.S. in Engineering Science from Penn State.

  • Jeff Schwartz, CFA, FRM, Director of AnalyticsMr. Schwartz oversees the firm's quantitative analyses of data for fair lending and CRA purposes. He also assists with compiling and submitting CRA and HMDA reports and provides guidance on New Markets Tax Credit (NMTC) issues, including establishing Community Development Entities, completing necessary applications, and obtaining, utilizing, and deploying NMTCs. His related accomplishments include helping a major bank obtain and utilize an $85 million NMTC allocation. In addition, Mr. Schwartz sources, evaluates, and recommends potential CRA-qualified investments to banks based on risk tolerance, return objectives, and constraints.

    Prior to joining Traiger and Hinckley LLP in 2002, Mr. Schwartz was one of two staffers in the CRA Unit at GreenPoint Bank, which maintained an "outstanding" CRA rating from federal and New York regulators throughout his tenure. He analyzed the Bank's lending, investment, and service test performance, managed the financial affairs of its community development corporation, evaluated potential CRA-qualified investments, and wrote its community newsletter. Mr. Schwartz also analyzed investments as a Global Markets Analyst at J.P. Morgan. He holds the Chartered Financial Analyst and Financial Risk Manager certifications and graduated cum laude with a degree in Finance and Accounting from New York University's Stern School of Business.

  • Charles K. SchoenkinCharles K. Schoenkin, President of The Schoenkin Group, Inc., supports Traiger & Hinckley LLP by utilizing state-of-the-art techniques in information management and technology. Mr. Schoenkin interfaces with our clients' business and systems units, as well as with third party data sources, in order to facilitate the gathering and analyses of data for our fair lending and HMDA reviews.

    Mr. Schoenkin received an MBA in Finance, Investments, and Banking from the Graduate School of Business at the University of Wisconsin - Madison. He was employed by the Citicorp Investment Bank and served as Vice President of the Chemical Banking Corporation and as Director of Information Products and Technology at Robert Morris Associates.
